- Preheat the oven to 350°F (175°C).
- Combine cooked rice, broccoli florets, cream of mushroom soup, and milk in a large mixing bowl. Add garlic powder, onion powder, salt, and pepper, mixing until well combined.
- Gently fold half of the shredded cheddar cheese into the broccoli mixture.
- Transfer the mixture into a greased baking dish, spreading it evenly.
- Sprinkle the remaining shredded cheddar cheese over the top of the casserole.
- Bake for 30–35 minutes, or until the cheese is bubbling and golden. Allow to cool slightly before serving.
