- Preheat your oven to 350°F (175°C) and grease a 9×13-inch baking dish.
- In a large skillet over medium heat, cook crumbled ground beef with chopped onion and minced garlic for 6 to 8 minutes until browned.
- Add chopped cabbage to the skillet and cook for around 5 minutes until it starts to wilt.
- Stir in diced tomatoes, cooked rice, Italian seasoning, salt, and pepper, and let simmer for another 5 minutes.
- Transfer the mixture to the greased baking dish and pour beef broth evenly over the top.
- Sprinkle shredded cheddar cheese over the mixture to cover it evenly.
- Cover the baking dish with aluminum foil and bake for 30 minutes.
- Remove the foil and continue baking for an additional 10 to 15 minutes, until cheese is golden brown.
